<div><span>The final work group session was devoted to discussion about each group&#8217;s papers and discourse in relation to two &#8217;steering questions&#8217; that were the basis for the moderated plenary discussion (see below). Each RIPE conference tries to arrive at useful summary conclusions applicable to advancing scholarship and practice in public service media for the 21st century. The questions are helpful for achieving that. One question focuses mainly on conference outcomes for the development of theory, and the other on application value in management practice. </span></div>

We created an informal group to explore a more global initiative for the development of public service media (i.e. in countries beyond the West). There were many good suggestions for how this might be done. The minutes will be posted here when completed, so please check back later.</p>

<h1>Public Service Media After the Recession</h1>

<p>This fifth RIPE conference was co-sponsored by the British  Broadcasting Corporation (<a href="http://www.bbc.co.uk/ ">BBC</a>) and the UK Office of  Communications (<a href="http://www.ofcom.org.uk/ ">Ofcom</a>). Our host was the  Communication and Media Research Institute (<a href="http://www.westminster.ac.uk/schools/media/camri ">CAMRI</a>)  at the University of Westminster. In partnership with these historic and  contemporary leaders in the development of public service broadcasting  [PSB], both as theory and in practice, participants explored the  contemporary dynamics and complex challenges facing public service media  [PSM], with particular emphasis on the implications of the recession. In the main discourse concluded that the recession has not created anything really new, but has fueled and accelerated trends already complicating many aspects of PSB operation, as well as the  transition to public service media. The consequences of changes in media  policies, corporate strategies and industrial arrangements in response  to the recession are likely to have long-term implications. Our theme  focused attention on 7 dimensions with significant theoretical and  operational implications:</p>
<p>1.  Media policy and discourse about PSM</p>
<p>2.  Changing conceptions and practices in Journalism</p>
<p>3.  Changing patterns of media use</p>
<p>4.  Developmental strategies and business models</p>
<p>5.  Trends in localism and community services</p>
<p>6.  Models and results in performance assessment</p>
<p>7. New media contradictions, challenges and distinctions</p>
<p>A meeting was organised after lunch on the last day of the conference. The agenda focused on ideas and possibilities for developing either the RIPE initiative or a sister project for the wider world beyond its European character to date. The minutes from that meeting are posted below.</p>
